I - Announcements/Agenda/Administrative
Program Council welcomed Gil Cho as the new training department representative to the PC.
Approved the June 27th minutes with one modification: "presented the obscenity policy" was changed to "reiterated the obscentity policy" in the discussion of management communications w/staff regarding the increased threat of large FCC fines.
Summarized and relayed feedback re: Morning Show America's Army segment directly to producer Laura Prives as she was attending Program Council as a vacation substitute.
II - On-going Programming
Decided that final votes on the series of new PA proposals that are being reviewed from June 27th thru August 15th would be done on the conclusion of the process - so Program Council can see the full range of programs being presented prior to voting to place some on the waiting list.
Did a telephone interview with 2 of the hosts of "Law and Disorder" - Michael Ratner of the Center for Constitutional Rights and Dalia Hashad of Amnesty International.
Did a telephone interview with BK Turner of Third Coast Live.
Checked in regarding progress on national programming proposals. Spanish language pilot is under review and Program Counil members advised to review program for feedback as station staff/management does the same. No further news on election programming suggestion.
III - Evaluations
Extended Saturday Morning Talkies for the standard year.
Youth Radio extended six months on completion of requested self-evaluation and check-in with PA Director. They will remain on shortened extension until assessed one more time for continuing improvement re: evaluation issues.
Extensively discussed contract/agreements protocol.
IV - Long-Term Issues - Brian and Sepideh to continue developing a plan for an open program council session at some point in the future.

I - Announcements/Agenda/Administrative
Approved June 20 minutes with one small modifications: correction of on-air time of the Gay Pride program on June 25th from 11-5 to 11-4.
Re-approved June 13 minutes with the following addendum: Decision on America's Back 40 lacked a clear majority and will be revisited when the music director returns from a three week vacation on July 11th.
Agreed by consensus that program council will not meet on Tuesday July 4th.
II - Evaluations
Unable to proceed with Saturday Talkies evaluation as it wasn't ready.
Requested self-evaluation form received from Youth Radio. PA Directors to meet with them to review completed form, and discuss evaluation results and report back to full program council.
III - One-time Programming
Behind the Screens (30 minute pilot program from the film department at CSU-Monterey that turned out not to be available as an on-going program) to air Sunday July 2nd at 7:30 pm.
IV - On-going Programming
Explorations was contacted regarding re-runs and on-air problems. Producers to begin clearly date-labeling files to prevent airing of the wrong show by accident. Michio Kaku's book tour concluded so show should not continue playing re-run episodes.
Discussed obscenity standards in response to concerns raised by KFCF. Vini and Lemlem reiterated the policy regarding obscenity. Policy is well within and to some degree, exceeds current FCC policy. Policy to be distributed and explained throughout the station, to all programmers. Some discussion of FCC history, Pacifica history w/obscenity standards and the current fine structure.
Discussed June 8th broadcast of the Morning Show and segment with Village Voice movie critic who wrote book on the history of video games. Segment focused heavily on the military’s free downloadable game, America's Army. Some concern that the segment could have done much more in discussing militarization and densensitizing to violence.
It turned out that the pilot for the national 30 minute daily Spanish language news show has been available on Audio port since July 12th. Demo to be loaded on wiki - program council members fluent in Spanish to listen. Others encouraged to use friends/relatives/neighbors to sample the program and pass on their impressions.
V - Long-Term Issues
Sepideh and Brian S. to do some preliminary planning for a Program Council Q+A/Open House structure and report back to the Program Council on their initial ideas.

I - Announcements/Agenda/Administrative
Approved 6-13 minutes with no changes.
Discussed use of the program council list-serv. List serv should be used primarily for the exchange of information and limited discussion, with an understanding that fuller discussions may need to move to the face to face level and that "venting" on the list serv is discouraged. Talked about a recent exchange on the list-serv.
II - Evaluations
Amelia announced that Saturday Morning Talkies recommendation will be available for 6-20 meeting.
Amelia announced that Youth Radio has completed self-evaluation form as requested by the program council and she will schedule program review per program council request and report back after the meeting happens.
Program council reviewed cycle 6/7/8 assignments. Cycles 6 and 7 in progress - 8 remains in draft form with final version to come in 1-2 weeks.
III - Special Programming
Pride Day programming on June 25th will incorporate Sunday Salon from 9-11 and then a collaborative special from 11-4 with national participation.
Behind The Screens - the thirty minute special produced by the Film Department at CSU-Monterey will air Sunday July 2 at 7:30pm.
IV - On-going Programming
On the national programming front: the 30 minute daily Spanish language news program mandated by the PNB will be produced by the program director at KPFK. KPFA is waiting on a demo tape for review. The National Office has also announced plans for an eight week daily one hour news program on the 2006 elections. Program Council discussed the national developments and what the process would be for deciding if and when the programs air on KPFA's schedule. It is clear that the process is undetermined at this point and needs to be clarified and developed.
The issue of Explorations came up, as the book tour of Michio Kaku has resulted in fairly frequent repeat programming. Amelia to research and update the PC on the duration of the re-run programs.
