I - Announcements/Agenda/Administrative
Approved 11/1 minutes with two corrections - 1) Anthony Fest recorded as present 2) correction of the typo "elections at San Quentin" corrected to "executions at San Quentin".
Approved modification of
Roy Campanella came by the meeting to confirm that all proposals go to the program coordinator initially. The Program Council agreed as long as the log sheets that record what has been sent in are updated regularly and sent to the Program Council via the list serv or the PC mailbox.

II - Evaluations
Amelia reported that the PA Department was backed up with premium processing and did not have recommendations for the completed Cycle IV and V public affairs evaluations.
Evaluation check-in on evaluations in progress (Cycle V music and Cycle VI PA). Radio Chronicles CD's distributed. CD's are also needed for "Your Health and Fitness due to lack of archives.
III - On-Going Programming
Program Council completed its review of the Work Week proposal from the Labor Collective. The proposal was not approved for broadcast. The PC received a commitment from Dev Ross to supervise a six month training period, including board op training and live broadcast preparation for members of the collective. On the completion of the training period, the program council will promptly review a new demo tape for a weekly program. The Program Council affirms its commitment to developing and broadcasting labor programming on KPFA.
The Program Council discussed policy regarding changes in hosts on existing programs. The Program Council requests prompt notification from the department head whenever a change supersedes vacation coverage (i.e. more than 6 weeks) and that contracts must be re-issued with the proper parties.

Draft letter to collectives to be held pending completion of new proposal evaluation.
II - Evaluations
Checked in on distribution of CD's for the cycle 5 music programs "Across The Great Divide", "A Musical Offering" and "Midnight Showcase with Al Glenn". Luis Medina reported on archive selections for the rest of the Cycle 5 music programs ('s Back 40, Pig in a Pen, Panhandle Country, The Gospel Experience, and Midnight Showcase w/Avotcja).
PA Department to bring recommendations for Cycle 4 PA shows (Youth Radio, Against The Grain, Living Room and the Morning Show) as well we the completed Cycle 5 shows (Hard Knock Radio and Saturday Morning Talkies) as soon as possible. Radio Chronicles evaluation is waiting on either a) location of the archives of past shows or b) CD's to begin evaluation.
III - On-going Programming
Demo Tape Review for New Dimensions and Work Week.
The program council reviewed the New Dimensions proposal for a 15 week "Potpourri" series. The Program Council voted that the proposal was refused and would not remain an active proposal for broadcast. (Vote: 0Y,10N,2A)
The program council reviewed the Labor Collective's proposal for "Work Week". Discussion to continue

IV - Special Programming
Noted on-coming one time specials: UnThanksgiving, Crafts Fair, Live Broadcasts from the Green Festival, The Homelessness Marathon, and possible upcoming executions at San Quentin.

Approved 9/27 minutes with no objections
Reviewed draft of program council letter regarding interactions with station collectives
II - Evaluations
Program council agreed that Cycle 6 PA committees would be released over the break over the e-mail so PC members could begin working on them. Luis and Tracy would work on getting the cycle 5 music program CD's distributed over the break, so those evaluations could be completed. Cycle VI music program committees will be distributed at the first PC meeting after the fund drive break.
Africa Today was approved for a year-long contract.
Pitch-A-Fit, Night Magic, Friday Night Vibe, and No Other Radio Network were approved for year-long contracts.
Roots Kommunication was approved for a year-long contract, with the proviso that a time change request was already approved by a previous program council and remains in effect.
The Late Night Hype and The Big Thang were approved for new contracts, with a six month check-in scheduled with the music director to assess progress on pending issues.
III - On-Going Programming
Review of the pilot demo tapes for Work Week and New Dimensions Redux were carried over to the November 1 meeting (post fund-drive).
Program Council looked at possibly re-engaging with the DN time change discussion. Straw poll results were evenly divided in desire to open the conversation or not. Discussion to continue.
IV - Special Programming
Program council discussed problems with the failure to broadcast the 9/24 anti-war rally. Issues came up ranging from equipment delivery problems to structural issues to communication problems. Discussed how the reasons/causes for the problem relate to and how PC can
(if it can) have an impact on any of them. Discussion to continue.
