July 12, 2005    APPROVED

I - Announcements/Agenda/Administrative

Minutes: July 5th minutes were approved without objection.

List-Serv: Reconfiguring program council list-serv to allow e-mails from minutes sites to all PC members is still in progress. Transbay has been contacted. Brian and Mary are deciding the best way to go from two available options and will update the PC again next week. They have volunteered to be co-moderators of the list.

Demos: Demos are up for the ongoing program proposals Queer Life, Watchdog (also distributed on CD), and The Block Report. Kevin Cartwright's program is being prepped by Brian. New Dimensions Potpourri is a 13-week series of ND shows, which can be sampled at www.newdimensions.org. PC still needs demos for Work Week and Cary Silberman.

Active music proposals (already approved for broadcast when space allows) have been identified as

  1. Rock en Rebelión
  2. Cuba Cante w/Emiliano Echeverría
  3. African music w/Henri Pierre Koubaka
  4. Non-overnight time slot for Roots Kommunikations
Agenda: Regarding Democracy Now airtime, the PC agreed to continue to have the grid ecology subcommitee discuss in the meantime and for the full PC to plan a dedicated session in August on the topic. August scheduling is to clear the fund drive and have all interested members present and not out on vacation.

II - Evaluations

Cycle 5 assignments were distributed. Programs in Cycle 5 are Saturday Morning Talkies, A Musical Offering, Across The Great Divide, America's Back 40, Pig in a Pen, Panhandle Country, Radio Chronicles, The Gospel Experience, The Johnny Otis Show, Midnight Showcase, Saturday Evening News, and Hard Knock Radio. Committee assignments to be finalized at 7-19 meeting and desired completion date is by 8-31-05.

Pushing Limits was approved for a year-long contract for a 30 minute every other week show.

Full Circle and Africa Today carried over to July 19th meeting.

Over The Edge, Crack O'Dawn and Puzzling Evidence approved for year-long contracts.

III - Special programming

Announced "Community Dialogue with Sheila Johnson Lee" airing Saturday July 16th from 10am-noon.

Labor Collective AFL-CIO coverage to air Saturday, August 6th from 9-10am. Africa Today on July 25th will also feature a call-in from the Labor Collective's Carl Bryant from Chicago.

Discussed the "Seeds of Change" proposal for coverage of the rally at Laurence Livermore Labs. This is scheduled for Saturday August 6th from 5-7pm. PA department to verify time and logistics and report back at the July 19th meeting.

IV - Grid Ecology

Change of Free Speech Radio News to a 3:30pm broadcast and Cover to Cover to a 3:00pm broadcast approved. Amelia to coordinate implementation date with KFCF. Tentative date for change is the first week of September and will be confirmed after discussion with KFCF.

Change of Radio Chronicles to 6:30 pm on Sunday, Mandel/Pushing Limits to 2:00 pm Fridays, Counterspin to 2:30 pm Fridays and a Friday open edition of Cover to Cover approved. Act One would begin on Sundays at 7:30pm and Joe Frank would begin immediately following Act One, usually at 9pm and occaisionally at 9:30pm when necessary. Implmentation date is tentatively the 1st week of September and will be confirmed after discussion with KFCF.

Note: This meeting did not make quorum and no binding votes were taken.


I - Announcements / Agenda / Administrative

June 28th minutes were modified to add Kris as present and to change wording on list-serv changes from "implemented by July 5th" to "report back on by July 5th". Full program council asked via e-mail to review minutes. If  there were no objections reported after e-mail review, minutes would be approved without objection and posted on Friday July 7th.


Brian and Mary reported back on list-serv options via Transbay that would allow for direct contact of program council members via minutes site while maintaining integrity of the list serv for internal communications regarding draft minutes and other administrative stuff. They are working on some technical issues, but expect to be able to implement a workable solution by July 12th.


Reviewed programming department materials handed out at July 28th meeting. No concerns raised regarding calendar of events. Program council requested that new ongoing proposal log sheets and new special programming log sheets be printed out and distributed to PC members whenever there is a change i.e. when new proposals are received and logged.


In reviewing the letter that was to be sent to on-going program applicants, the program council agreed in principal (non-binding) to the January and June twice yearly review schedule. Existing completed proposals received prior to the June deadline were described as:

Education-oriented PA show with Kevin Cartwright
Queer Life - a once a month collective PA show with Mike Alcalay and others
Watchdog - animal liberation
Work Week - labor issues
New Dimensions Potpurri
Comedy show with Cary Silberman
The Block Report

 In addition, the program council has Our Planet - an environmental program which has been requested to send in a revised demo tape for review.


The PC also confirmed that four on-going music proposals that were approved for broadcast remain active. Names and descriptions of the four proposals are requested for record-keeping purposes.


The PC agreed in principle (not binding) to review the programs in the next 4-6 weeks to let the applicants know if the programs are a) approved for possible broadcast when space allows b) in need of further modifications or changes c) not what the station is looking for at this time.

 
II - Evaluations


Confirmed Roy's e-mail communication that the program coordinator (Vini) is responsible for sending out self-evaluation forms and PC facilitator (Tracy)  is responsible for communicating evaluation schedule to program coordinator.


Tracy suggested that the program council should draft a supplementary policy for the evaluation proceedures that slightly streamlines the procedure for 2007-2008 evaluations if a program has already been fully reviewed. Tracy volunteered to draft a preliiminary procedure/form for PC review sometime in the next few weeks. Procedure would focus on reducing paperwork burden and focus future evaluations on measuring progress on the strengths and weaknesses observed in the previous cycle.


Scheduled evaluation reports for Full Circle, Africa Today, Pushing Limits, Over the Edge, Puzzling Evidence and Crack O'Dawn carried over to next meeting due to lack of quorum.


III - Technology


Brian suggested some possibilities for RSS feeds for specials and inquired on the status of podcasting work. Dev reported on the status of the podcasting project and suggested that Brian make direct contact with Lisa Ballard to see what assistance he could offer to her.


IV - Special Programming


Reviewed modified labor collective proposal for coverage of the AFL-CIO convention from the collective. Current state of the proposal includes an edition of "Saturday Morning Talkies" on August 6th that will feature material gathered at the convention. Kris to explore possibilities for a call-in report from the convention floor sometime on July 25th (1st day of the convention and pre-fund drive) being incorporated into one of the scheduled PA shows.

I - Announcements and Agenda Notes

Approved 6/21 minutes with no objections. Minutes are publicly posted after approval at www.kpfapc.motime.com

Distributed listener survey to program council members who requested them. Tracy has a file copy which can be loaned for review on request.

Four members of the program council volunteered their personal e-mail addresses for posting on the www.kpfapc.motime.com minutes site. Brian and Mary to work out the best way for any general messages to be delivered to all the PC members and report back by July 5th.

Amelia presented a year-long calender of holidays, commemorations, fund drives and historical anniversaries designed to facilitate easier planning for special programming on holidays. Program council members invited to add any dates to the calendar.

Amelia presented a new letter for proposal applicants (ongoing programming) describing a twice yearly proposal review process. Ongoing proposals would be accepted at any time, but PC reviews would happen twice a year in January and June.

Amelia presented a new program proposal summary log that will be distributed regularly to PC members to track proposals for ongoing and special programming.

PC to review all of these materials and provide any feedback/questions at the July 5th meeting.

II - Evaluations

Sunday Salon recommended for a year-long contract with a six month check-in with the PA Director scheduled to address pending issues. .

Africa Today, Full Circle, Over The Edge, Crack O' Dawn, Puzzling Evidence remanded to July 5th meeting.

Sunday News remanded to July 12th meeting.

Cycle 4 evaluations scheduled for completion by July 15th. Cycle 5 committee assignments will be provided at the July 12th meeting.

Discussed briefly possible methods for assessing progress on suggested improvements brought up in the evaluation process, including periodic department head check-ins. More discussion will be scheduled on evaluation follow-up and how to structure 2nd round evaluations in 2007-2008.

Also discussed follow-up on getting self-evaluation forms completed and returned to the station.

III - Special Programming

Met with the Labor Collective and discussed coverage of July 25-28 AFL-CIO convention. Redeveloped July 25th proposal into a call-in 15 -20 minute segment from the convention floor that can hopefully be incorporated into Against The Grain (using a satellite or land-line phone) followed by a dedicated convention follow-up show on Staurday August 6th pre-empting Saturday Morning Talkies. PA Department to contact Against the Grain to coordinate the segment.

Labor Collective also presented an idea for a national call-in show on worker's rights for Labor Day.
Idea has been presented to PNB programming committee as well.
